I did a fair amount of research on the MRI disc and what was in it after first using it because I wanted to have something like it for myself at home.
I've never seen anything like it either that wasn't a cracked MRI disc or a pretty obvious but less user friendly copy. That's literally the easiest way to accomplish what you want. Honestly, if you're wanting to use the startup manager, I'd recommend just torrenting a cracked MRI from somewhere and mounting it to a USB drive as has already been recommended by in this thread. The disc is updated pretty regularly and incorporates the ideas of agents working for the company to make it an easier and more efficient tool to use. Most of the 3rd party programs are things that Geek Squad Agents over the years have used to do repairs themselves manually and were slowly assimilated into the MRI. It's used to make repairs simple and fast but is not a replacement for having a brain when it comes to fixing computers. Even if it's just autoruns, how do you incorporate it into a live cd that automatically loads offline OS hives? It categorizes the registry and allows you to view and delete entries.
